Profile
Data engineer with three years delivering state public-health and human-services work, seven years of prior military IT experience, and hands-on AI-assisted engineering since 2022. Builds reliable data pipelines, secure Azure infrastructure and practical checks for agent-generated code.
Professional experience
Data Engineer — Resultant (formerly KSM Consulting)
Remote · April 2023 – April 2026
- Delivered Azure infrastructure for an Indiana Department of Health Streamlit/DuckDB census-data application used by epidemiologists. Another developer built the application; my ownership covered its supporting cloud infrastructure.
- Translated agency cybersecurity findings and Azure Policy requirements into Bicep remediations. Implemented private storage connectivity, network isolation, managed identities and Microsoft Entra group-based access aligned with agency and NIST 800-53 requirements.
- Verified deployments and reviewed remediations jointly with the agency cybersecurity team. Prepared an Azure DevOps wiki, presented the infrastructure and Bicep deployment, and handed off a partial CI/CD foundation with automated Trivy scanning.
- Designed a screening tool for Iowa’s childcare voucher intake workflow that removed Social Security numbers, phone numbers and other identifiers before records reached storage, using a threat model that included attempts to locate children.
- Validated multi-year hospital discharge datasets for completeness and consistency; developed deduplication and schema-alignment logic. Migrated maternal and child health records and produced recurring reporting dashboards.
- Delivered recurring grant-funded data outputs on fixed deadlines. Clarified data definitions with program stakeholders, followed up on inconsistent submissions and documented workflows and operational procedures.
Satellite Communications Systems Operator-Maintainer (25S) — U.S. Army
2014 – 2021
Operated and maintained mobile satellite communications terminals, including a deployment to Iraq. Worked with controlled information under operational security requirements; held a security clearance during service. Honorable discharge.
Selected engineering work
CivicAtlas — Golden Monkey Research and Development LLC
2026
A working Maryland employment explorer: Python and DuckDB produce a validated 2024 BLS QCEW snapshot; a Cloudflare Worker queries D1; React and TypeScript present county comparisons, industry composition and source provenance.
- Preserves FIPS identifiers and distinguishes suppressed, missing and measured-zero observations. Computes sector shares against matching private-sector totals and separates Baltimore city from Baltimore County.
- Publishes reproducible acquisition and validation commands, parameterized API queries and deployment workflows. Measures aggregate application actions without persistent visitor identifiers or fingerprinting.

Sentinel checks — CivicAtlas Python pipeline
2026
Directed an agent-assisted AST checker that resolves supported local imported function references and tests static reachability from the production entry point to required validation. Demonstrates deliberate failures, repaired code and unresolved dynamic constructs.
This is bounded static evidence, supported by explicit fixtures and separate data tests. It does not claim runtime correctness or validation on every execution path.
Technical skills
Data engineering: Python, SQL, Azure Data Factory, Azure Synapse, DuckDB, Parquet, data quality, deduplication, schema alignment and reproducible pipelines.
Cloud engineering: Azure Functions, Bicep, Azure Policy, Microsoft Entra, managed identities, private connectivity, Cloudflare Workers and D1.
AI-assisted delivery: context engineering, source documentation, test-driven development, static analysis, pre-commit checks, GitHub Actions and Azure DevOps.
Education and certification
- B.S., Pure Mathematics — University of Toledo, 2011
- B.S., Accountancy — Western Governors University, 2020
- Microsoft Certified: Azure Fundamentals (AZ-900), 2023
